STREET CLOSURE PERMITS
Events which affect parking or close a street or alley (even a portion) require a Street Closure Permit. The permit itself does not have a fee, however, a fully refundable deposit is required for use of City equipment such as barricades. Note: Closures and impacts due to construction require a different type of permit. Visit the Community Development - Engineering Division's Permits page for information.
Street Closure Request Forms (for events) must be completed and filed with Public Works Administration at least 14 days prior to the event to allow time for review by all concerned City Departments: Public Works, Emergency Services, and Police. Earlier filing is required for Business District Block Events.
- Carefully read and follow all instructions on the Street Closure Request Form (Note: this form is set up to allow data entry using Adobe Acrobat. Once completed, print out a hard copy for submission to the City for approval.)
- A map must accompany all closure requests.
- A completed Block Event Acknowledgment Form must accompany all closure requests.
- A check for $50 made out to the City of Paso Robles is required for all types of closures utilizing City Barricades.
- Applications will be returned if they are incomplete.

Applicants will be notified by the Public Works Administration Office when their request has been approved or if further information is required. A copy of the approved form will be sent to the applicant to hold in their possession during the time of the event. Inquiries about the status of your request should be directed to Claire Glennon in the Public Works Administration Office, 805-237-3861.
Block Events A block event is a temporary gathering of people held on a blockaded portion of a public street or alley in the City. If you will be utilizing City barricades, a deposit is required. You will need to make arrangements for pickup and drop-off of barricades after the Street Closure Request has been approved.
Residential Block Events At least 75% of the households on the block being closed off must sign an acknowledgement (download form) of the proposed event, certifying that they have been made aware of the temporary closure of the street. The signatures must be originals (no copies). The acknowledgement must be attached to the application.
Business District Block Events/Static Displays Fill out the closure request form and file it at least 30 days before the event. If the closure you are requesting is for a static display -- art exhibit, merchandise sales, food, beverages (alcoholic or non-alcoholic) or vehicles, it is necessary to provide the estimated attendance where indicated on the closure request form.
All of the affected businesses on the block(s) being closed off must be notified and sign a Business District Block Event Acknowledgment form for the Event (download form). Fill out and have the form signed and submit it with your Street Closure Request Form.
Alcoholic Beverages The sale or consumption of alcoholic beverages on City property requires permits. Alcohol Use Permits are coordinated through the Facilities Coordinator at the Parks & Recreation Department. If you have questions concerning or wish to apply for this permit, call the Facilities Coordinator first. The Community Service Specialist at the Police Department is also available for inquiries.
Live Bands
There are additional requirements for live bands with a street
closure; a Temporary Use Permit and security must be provided (if
there is alcohol being served). There is no fee for a TUP
and it is obtained through Planning Division at the same time as
the Street Closure Permit.
Emergency Vehicle Clearance All street closures must maintain adequate clearance for emergency vehicle access. For further clarification, please contact the Department of Emergency Services at 227-7560.
Facilities Use Facilities Use Permits are coordinated through the Facilities Coordinator at the Parks & Recreation Department. This form is required if any of your event is to be held on City property (i.e., a park or City Building).
Parade If you are requesting a closure to hold a parade, please show parade route, from start to finish. If you will be utilizing City barricades, a deposit* is required.
Parking If your event affects or impacts public parking, requiring the posting of 72-hour parking notices, contact the Community Service Specialist at the Police Department at 237-4086 for direction and coordination of signage. Posting of signs is done by the requesting party.
* A refundable $50 deposit is required for use of City-owned closure devices (barricades, etc.). Deposits will be released upon return of all materials, free of damage.
